Navigational Watchkeeping Officer(NCV)
The Navigational
Watchkeeping Officer (Near Coastal Voyage) [NWKO (NCV)] course is a
competency-based programme designed to prepare eligible candidates to perform
the duties and responsibilities of an Officer in Charge of a Navigational Watch
(OICNW) on Near Coastal Voyage (NCV) vessels in accordance with the
requirements of the Directorate General of Shipping (DGS), STCW Convention and
Merchant Shipping Regulations.
The course
provides the knowledge, understanding and practical competence required for
safe navigation, bridge watchkeeping, cargo operations, maritime safety,
pollution prevention and vessel operations within the NCV trading limits.
The programme
focuses on developing professional competence in navigation techniques, ship
handling, collision avoidance, watchkeeping procedures and emergency response
to ensure safe operation of vessels engaged in coastal trade.
Competency Outcome :
- Perform duties of an Officer in Charge of a
Navigational Watch (OICNW) onboard Near Coastal Voyage (NCV) vessels in
accordance with DGS requirements, STCW provisions and Merchant Shipping
Regulations.
- Maintain a safe navigational watch and apply bridge
watchkeeping procedures during normal and emergency operations.
- Plan and conduct safe navigation using coastal
navigation techniques, charts, publications and navigational aids.
- Apply COLREGs for collision avoidance and safe vessel
movement during navigation.
- Operate and interpret information from radar,
navigational equipment and bridge instruments used onboard NCV vessels.
- Carry out cargo handling, stowage, loading and
unloading operations safely and efficiently.
- Apply principles of ship stability, trim, stress and
basic ship construction relevant to NCV operations.
- Implement requirements related to SOLAS, MARPOL, ISM
Code, ISPS Code and Merchant Shipping Rules applicable to coastal vessels.
- Demonstrate competence in emergency response
procedures, including fire fighting, abandon ship, search and rescue and
distress situations.
- Maintain onboard safety, environmental protection and
pollution prevention practices.
- Demonstrate effective leadership, communication,
teamwork and human element management during shipboard operations.
- Prepare for competency assessment and qualification
requirements leading towards issuance of NWKO (NCV) Certificate of
Competency under DGS regulations.
- Perform navigational and operational duties with due
regard to safe operation of vessels within Near Coastal Voyage limits.
